Gram Sabha members have to be aware on the need for devolution of powers and fully participate in the decision making process.  Environment governance, protection of land and natural resource management are some of the key issues to be concentrated.

In Tamil Nadu Gram Sabha hardly have any power, in terms of decision making objecting to any industrial destructive developmental activity, finalizing the beneficiaries etc., But recent Supreme Court Judgement and High Court Judgement with regard to decisions of Gram Sabha on common land & resources is one step towards strengthening Gram Sabha. Gram Sabha members need to be explained and make use of such Judgements. In many cases they have to develop village plans, resource mapping etc., which needs support.

In selected panchayats of different blocks, meetings will be organised for panchayat council and gram sabha members’ process of village Development Plans, resource mapping will be explained to them.  Canvassing on alternate agendas necessary for the panchayat development will also be done.
